    I can only suggest if truly there is a social benefit for elderly, it should be 20K reason being that it is still below poverty line for the elderly. Also I would suggest social benefit for the youths between the ages of 18 and 21 years for the amount of 25K. But what matters most is providing jobs for the purpose of disallowing the youths relying upon the social benefits.
